Hand made in Tiffin Ohio during the Prohibition era with Cuban tobacco. Dating was done by combining the existence of the blue 4 inch tax stamp, which started in 1916, and the perforated 1 just below the sealed cut (see photos). The 2 from 21 is missing but this is where the year would have been. By 1931, the seal would have been a different series. 1921 is the year.
